ISC President & CEO, Cheryl Sment, began her career in Nursing in 1987 after graduating from Carroll University.  She spent her days in Emergency and Critical Care Nursing.  She met her husband, Jeff, a Firefighter, and together they embarked on several entrepreneurial adventures which included subdivision development, home building, and co-owner of a retail franchise as well as beginning their last adventure in pavement maintenance repair.  Cheryl could be classified as a serial entrepreneur, who has had great success at the many various projects in which she has been involved.
In 1998, Cheryl, with her husband Jeff’s support, they started Interstate Sealant & Concrete, Inc (ISC). As CEO and majority owner, she led the company to unbelievable growth over the next 20 years. Today, ISC does business across the country at both the State and Federal contracting levels.  ISC is a Certified W/DBE in 36 states as well as a WOSB at the federal level and employs 70 + employees year round.
Under Cheryl’s leadership, ISC has earned the reputation of being a business that provides the highest level of quality, integrity, productivity and knowledge in its industry, and as a business that stands behind its work. 
“The most important aspect of the business that a leader has to manage and continue to produce is the Culture of the company.  My hopes is to leave a legacy of the best Company Culture a Construction company can have” says Cheryl.  Cheryl’s hobbies include deer and pheasant hunting and fishing alongside her soulmate Jeff.  You can find Cheryl playing in her many flower gardens, and enjoying her first granddaughter Ellie (who shares her birthday 50 yrs. apart).   
Cheryl was among 53 top small business persons – one from each state, plus the District of Columbia, Puerto Rico/Virgin Islands, and Guam – who were honored at SBA’s National Small Business Week events May 23-25, 2010 in Washington D.C. being named Small Business Person of the Year for Wisconsin. 
In 2014 Cheryl was one of several women awarded “Woman of Influence” for SE Wisconsin.

Vice President/CFO

ISC’s Vice President and CFO, Jeff Sment began his career from high school as a volunteer firefighter for Town of Delafield, WI where he later had an opportunity as
a Professional Firefighter in Rockford, IL then the City of Waukesha where he retired in 2008 after 20 years of service.  Since retiring from the fire department, Jeff now spends most of his time focusing on estimating and bidding on projects coast to
coast.  His family comes first and is most important to him, especially his first granddaughter, Ellie.  You can find Jeff in the spring on his tractor either grooming trails or creating more food plots for deer forage.  His hobbies include Quality Deer Management, hunting deer and pheasants and fishing either in Canada or in the Gulf of Mexico.  Jeff has been recognized many times for his selfless acts of participating and volunteering in many of the natural disasters from the devastating tornados in Delafield, WI in 1984 to volunteering for 48 hrs. in Hurricane Katrina with his friend and coworker from Waukesha Fire Department.  Jeff was recognized for Volunteer of the Year in 2005 for his efforts in the early recovery phases of the Hurricane.


VP of Operations

Garret has been with ISC since 2010.  Garret’s background and experience prior to joining the ISC team was in Public and Private sector heavy civil site work and road building.  Garret’s experience while working in the industry has gained him experience in all aspects of site work construction including; excavating, grading, asphalt/concrete paving, underground utilities, deep foundation piling, foundation lifting and recovery, concrete flat work, structural bridge work, pavement rehabilitation & joint widening and sealing, etc.  Garret has been married to his wife Amanda for 26 years and loves to spend time with his four children and their spouses.  Garret is an avid boater and fisherman on the Great Lakes and surrounding smaller waters.  He loves to spend time with his family enjoying the water and sun, with a fishing pole in his hand.  Garret grew up in Mesa, AZ and Durango, CO on a farm/ranch, where he obtained his appreciation of hard work.  Garret received his first taste of construction while working for his father’s underground pipeline business in Mesa, AZ as a youth.  Garret has proven to be a long term addition to the ISC family through his efforts to become the qualified individual on all state level contractor licenses around the country for ISC.  Garret loves his work at ISC and loves to spend time on the job with the crews talking about the work and looking for solutions to problems.  When asked by others, “What is the best part of your job”.  Garret answers, “I can’t believe I get paid to have this much fun sometimes. There are always those tough days that frustrate everyone but at the end of the day there is always way more good than bad and I love what I do in the field of Construction Management and I get to work with the best managers in the business.”
